In recent years, the surge in oil and gas production in Texas's Permian Basin has brought unprecedented economic growth. However, this boom has also led to a significant challenge—road safety. The increase in heavy vehicle traffic on the region’s highways has raised concerns among local officials and industry leaders. State Representative Brooks Landgraf, along with the Texas Oil & Gas Association (TXOGA) and Texas Independent Producers & Royalty Owners (TIPRO), is advocating for more state involvement to address these issues. With billions of dollars generated from oil and gas taxes, they argue that it's time for a fair share of this revenue to be reinvested into improving road infrastructure.

Addressing Road Safety in the Heart of Texas’s Energy Hub

In the heart of West Texas, where the Permian Basin stretches across vast landscapes, the golden hues of autumn paint the horizon. Amidst this picturesque scene, the region’s roads have become increasingly congested with oilfield traffic. The rapid expansion of energy production has put immense pressure on the existing infrastructure, leading to deteriorating road conditions and rising safety concerns. On Monday, April 25, 2022, outside Midland, Texas, a natural gas flare illuminated the distance as trucks navigated the busy highways, highlighting the urgency of addressing this issue.

State Representative Brooks Landgraf, representing Odessa, has been at the forefront of efforts to secure funding for road improvements. He emphasizes that while the Permian Basin contributes significantly to the state’s economy, its roads have suffered due to the increased traffic. Landgraf has reintroduced his Texas STRONG Defense Fund proposal during the current legislative session. This initiative aims to redirect 0 million annually from oil and gas severance tax revenues to the top-producing counties, providing dedicated grants for infrastructure improvements and addressing other challenges faced by oilpatch communities.

The proposal has garnered widespread support, including from industry leaders like TXOGA President Todd Staples and TIPRO President Ed Longanecker. They stress the importance of prioritizing road safety and infrastructure development in the Permian Basin. Both organizations have actively advocated for consistent funding sources to support road repairs, maintenance, and community needs. Two key bills, House Bill 265 GROW Texas Fund and House Bill 188 Texas STRONG Defense Fund, have been filed for the 89th Legislative Session, aiming to allocate severance tax revenues for critical infrastructure projects in oil-producing counties.

Landgraf remains optimistic about the future, confident that 2025 will mark a turning point in securing stable, long-term funding for road improvements. Meanwhile, he continues to collaborate with the Texas Department of Transportation (TxDOT) and other stakeholders to ensure sustained investment in transportation infrastructure.

From Austin, Staples and Longanecker echo the sentiment that road safety must remain a top priority. They highlight the industry’s commitment to enhancing the quality of life in West Texas through initiatives like the Permian Road Safety Coalition and the Permian Strategic Partnership. With the industry contributing an additional .1 billion to the State Highway Fund last year, there is a collective effort to ensure that basic infrastructure improvements continue to be a focus, supporting both the region’s economic vitality and the safety of its residents.

Looking ahead, the passage of these bills would not only enhance road safety but also bolster the overall well-being of the communities that drive Texas’s energy dominance.
